Grace has held administrative positions at the federal, state, county and city levels of government. In 1991, she served as the top administrator of the Department of Labor's Immigration Task Force that implemented the law affecting employment-based immigration for the U.S. She started and directed the first county-wide program to assist crime victims in Ohio and is a co-founder of the first shelter for battered women in Cleveland.
