Lisa Thomas, Ph.D. is a change agent. For nearly 30 years she has reorganized and re-energized public sector agencies improving services to the customer, i.e., the taxpayer. With a strong belief in the fiduciary responsibility that public servants hold, Dr. Thomas has strengthened service delivery systems within a variety of municipal governments. Most recently she served as the Director of the Department of Public Safety and Service for the City of North Olmsted; she also served as Building Commissioner for the City of Cleveland and Assistant Safety Director for the City of Lakewood.

In addition to public sector experience, Dr. Thomas has worked in the nonprofit sector as the Director, Cleveland Health Care for the Homeless, now called Care Alliance. She also has six years of private sector marketing and sales experience working for 3M and US Leasing Corporation. She has served on the Board of Governors for the Alcohol, Drug Addiction, and Mental Health Services Board of Cuyahoga County and is currently a member of the Cleveland Municipal School District Board of Education. In July 2014 Dr. Thomas started a new venture with the Levin College of Urban Affairs were she serves as the Director of the Center for Experiential Learning. Dr. Thomas is a certified Myers Briggs Trait Indicator assessor and is studying for her black belt in Lean Six Sigma.
