Safety and Security Updates

Recent additions to CSU’s safety and security measures:

Violence-Free Campus Policy
As Cleveland State University is committed to providing a safe and healthy campus for all members of the CSU community, the University administration has developed and the Board of Trustees has approved a Violence-Free Campus Policy with procedures for reporting and addressing campus violence or threatened campus violence, or disturbing behavior which may lead to violence against others or one’s self.

Any form of violence by a member of the University community is unacceptable and will be cause for disciplinary action up to and including dismissal, consistent with the applicable University policies and collective bargaining agreements as unacceptable personal conduct. Such behavior may also result in criminal prosecution if federal, state, or local laws are violated. Campus violence committed or threatened by any individuals from outside of the University community will be appropriately handled by the University’s Public Safety Department and sent for referral to available legal processes when necessary.

General Safety Information
Everybody should be alert at all times to the possibility of violence by anyone on campus.  We should place safety as our highest concern, and we should report all acts of violence, threats of violence, and disruptive or disturbing behavior to the CSU Police Department by calling 9-1-1 on any campus phone or 9-1-1 from any cell phone and asking for the CSU Police.

The University has been designated a Public Safety Answering Point by Cuyahoga County. When the County implements this upgrade later in 2008, it will allow authorities to view the location of cell phone users by latitude and longitude, thereby making pinpoint location of callers instantly available.

Incidents that do not require immediate police intervention should be called into the new non-emergency reporting system at 216.523.SAFE (7233), or from any campus phone, SAFE (7233). The information will be collected and, if appropriate, reviewed by our new threat assessment team. As always, personal information will be kept confidential. Always follow the “See something, Say something” motto to help make a safer campus for all.

Emergency Notification System
The University has strengthened its life-safety program with an emergency voice communication system that promises to be a model for campus-wide notification of critical and timely information.

The new system gives the University outstanding ability to deliver real-time emergency messages to the campus community through its own secure communications network. The emergency communications system works with the same infrastructure as the existing fire alarm system, resulting in a cost-effective approach that leverages existing life-safety investments and provides distinct advantages over other types of notification methods.

The first phase of the emergency notification system has been completed, allowing safety officials to broadcast live emergency messages to many University buildings, including the Administration Center, East Garage, Fenn Tower, Parker Hannifin Hall, Main Classroom, Mather Mansion, Physical Education Building, and Recreation Center. The rest of the campus installations will be complete by March 2009.

Emergency Mass Notification
The University has entered into a contract that will enable it to send out emergency messages to telephones, cell phones, email, text messages, satellite telephones, and pagers.  The system will be fully operational by fall 2008 semester to announce major events such as campus closings.

Additional Security Officers
Supplementing the University Police are eight new security officers who are stationed strategically around campus to make a highly visible presence and assist students and visitors by providing security escorts to vehicles and to and from classroom buildings. These officers also perform lower-risk security tasks such as securing buildings after hours, checking doors and other such responsibilities, freeing up the time of our police officers to handle the more serious or threatening aspects of campus safety and security. These officers wear distinctive black uniforms.

A private security company is also under contract to provide security in our two residence halls. These supplemental uniformed security officers are posted at Fenn Tower and Viking Hall on weekends.

Innerlink
Plans are being implemented to allow for the secure locking of the Innerlink corridors for off hours and emergencies and should be completed by summer.

Radio Interoperability
In December 2007, the University Police received a Multiple Agency Radio Communication System - MARCS - radio system that will allow interagency communications in the event of an emergency. This system lets federal, state, regional and local first responders use compatible radio communications, eliminating delays, confusion, and loss of precious time caused by missed communications during an emergency situation.

Universal Signage
A universal sign that includes No smoking / No Guns / No Trespassing messages and Building Hours information is being phased in and will replace many signs with inconsistent messages  now posted around campus.

Preparedness-Active Shooter
All University police officers have participated in active shooter training with the Ohio Highway Patrol. Campus Watch has purchased “Shots Fired,” an 18 minute demonstration video of best practices for individuals confronted with an active shooter. Beverly Pettrey, our Crime Prevention Officer, has been disseminating this program on campus. You are welcome to call her at 216.687.9323 if you would like to arrange a viewing of the video. Shots Fired will soon be available on the University web site for all to view.

Blue Light Telephone Upgrade
Emergency Blue Light telephones are strategically located throughout the exterior areas of the campus and in parking facilities.  Upon picking up the receiver or pushing the button, you will be in immediate contact with a Dispatcher at CSU Police Headquarters.  Each time an emergency phone is activated, an officer is sent to investigate. Please use the campus phones and emergency phones to report suspicious activity, crimes in progress, and fire or medical emergencies.
