Summary of Parking Rules

I. STATEMENT OF INTENT

The intent of these motor vehicle and parking rules of Cleveland State University (CSU) is to facilitate the work of the students, faculty, staff and campus visitors at CSU

II. PRESUMPTIONS

If any motor vehicle found on University property is in violation of traffic laws or rules of the State of Ohio or of the University, the citation will be issued to the member of the University community to whom the car is registered in Parking Services. If the vehicle is not registered with the university, the citation will be written in the name of the member of the University community listed at the address of the individual who, according to the State of Ohio, is the registered owner.

III. VEHICLE CONTROL

  1. Parking Registration

    CSU students, faculty, and staff must register with the Parking Services in order to park in any University lot or garage (see Appendix A for map). Registered patrons may obtain a complimentary Must Pay tag or a Pre Paid tag. Must Pay tag requires payment at the time a vehicle is parked.

    Parking hangtags are the property of Cleveland State University.

    Registration and possession of a valid hangtag do not guarantee the holder a specific parking space

    Visitors to CSU may purchase parking in lots or garages which accept visitors

  2. Enforcement Authorization

    The CSU Police Department and its officers are authorized to enforce University Parking Rules and the laws of the State of Ohio by arrest on sight of the person in violation of these rules and laws, or by serving notice of the violation of the person or on the vehicle found to be in violation.

    The Department of Parking Services and its employees are authorized to enforce University Parking Rules by serving notice of the violation on the person or on the vehicle found to be in violation.

    Any notices of violation served will stipulate as to the violation committed, location and time of the violation, and the rights of the person accused of the violation.

  3. Parking for the Disabled

    Faculty, staff and student holders of State of Ohio disabled placards and a CSU hang tag may park in designated spaces. Visitors who require disabled parking may park in metered parking areas or in disabled spaces within the visitor lots.

  4. Paid Special Event Parking

    Any group arranging an event on campus must contact Parking Services in order to request Special Events Parking assistance. This will facilitate parking for visitors to campus. Special event parking is recommended for occasions when visitor parking is inadequate, or guaranteed parking is desired. In general, events that will bring 20 or more visitors to campus should arrange for Special Event Parking.

    Special Event Parking is defined as parking services which result from or coincide with a major campus event or any event for which Parking Services must take extra measures in order to monitor and control campus parking. Parking may be designated “special event parking” at any time – weekdays, evenings and weekends included.

IV. PARKING ADVISORY COMMITTEE

A. The Parking Advisory Committee shall make its recommendations to the Vice President of Finance and Administration and be charged with assisting the department with the following responsibilities:

  • Develops and reviews long-range plans for parking at the University.
  • Recommends strategies to ensure parking accessibility to campus buildings and facilities.
  • Recommends parking rates as necessary to support required parking capability.
  • Assists in publicizing parking issues and developments within the University community
  • Reviews Parking Rules and recommends changes for consideration and approval by President
  • Reviews Parking Services’annual goals and objectives.

B. Provides assistance and relevant input to Parking Services for the following:

  • Budget review and recommendations of appropriate fees for parking and enforcement.
  • Development of procedures that ensure the orderly flow of vehicular, bicycle, and pedestrian traffic at the University, while minimizing conditions which unnecessarily impede traffic on campus.
  • Development of required parking facilities.
  • Support of the Parking and Traffic Appeals Committee that hears appeals of parking citations from students, faculty, staff and visitors.

C. Committee Membership

  • Two faculty members appointed by the Faculty Senate.
  • Undergraduate student appointed by Student Government Association.
  • Graduate student appointed by Dean of Graduate Studies.
  • Law student appointed by Student Bar Association.
  • Communications Workers of America representative.
  • Conference Services Representative.
  • Facilities Management Representative
  • Police Chief or designee
  • Director of Parking (ex-officio)
  • Assistant Vice President for Campus Support Services – Chair

V. ENFORCEMENT

A. Citations for Violations

The registered holder of the hangtag is responsible for any and all citations issued to that hangtag number. Fines will be assessed to the hangtag holder or the owner of any vehicle on University property in violation of the CSU Parking Regulations. Any citation fine not paid or appealed within seven (7) calendar days of issuance is considered delinquent and a $2.00 penalty fee will be added.

Any student with an unpaid citation is placed on student hold status. This prevents the student from registering for the following semester or from obtaining his/her transcripts. Anyone with unpaid parking fines will not be permitted to register a vehicle until the fines have been paid.

Effective July 1, 1999 violations, fines and fees are:

VIOLATIONS FINE
 1. Illegal use of, reproducing, altering, or defacing hangtag $150.00
 2. Illegally parking in handicapped area  $75.00
 3. License plates illegal, obscured, not displayed.  $30.00
 4. Vehicle not registered.
 5. No daily ticket displayed.
 6. Hangtag not properly displayed.
 $20.00
7. Driving and/or parking outside permitted areas.
 8. Parking at yellow painted curb.
 9. Parking/stopping where prohibited.
10. Parking on a crosswalk.
11. Parking more than 12” from curb.
12. Blocking driveway.
13. Parking within 30’ of stop sign.
14. Parking within 10’ of fire hydrant.
15. Parking disregarding painted lines.
 $10.00

B. Vehicle Impounding

University Parking Services is authorized to remove, impound and/or enter motor vehicles on University property at the owner’s expense.

This policy is to ensure that all parking patrons have equal access to the parking facilities withthe minimum amount of risk to their vehicles. Vehicles may be removed and impounded in the following instances

  1. The vehicle constitutes a traffic or safety hazard.
  2. The vehicle is illegally parked in a disabled, state vehicle, or reserved space.
  3. The amount of unpaid and citations recorded for the vehicle exceeds $100.00 (excluding citations in appeal).
  4. The vehicle displays an altered or counterfeit hangtag.
  5. The vehicle is abandoned, or otherwise considered a derelict vehicle.

Vehicle release arrangements may be made in the Department of Parking Services, Chester Building Annex Room 128. For release of the vehicle, Parking Services requires:

  • Payment of all parking fines
  • Payment of tow and storage
  • Presentation of valid driver’s license.

C. Reproduction or alteration of hangtag or daily permit

Parking hangtags and daily tickets are the property of Cleveland State University. Any individual found to have reproduced or altered his/her hangtag or daily ticket is subject to a fine of $150.00, vehicle impounding, payment of towing and storage fees and may be sanctioned in accordance with Section III.P of the Student Conduct Code (Falsification of Records, Fraud and False Testimony), or criminally prosecuted.

D. Appeals

Any individual who wishes to appeal a citation must submit a Parking appeal form to the Parking Services office within seven (7) calendar days of the date of the citation. Appeal forms are available in the Office of Parking Services or online click here to download Parking appeal form.

Please provide all requested information, including a thorough explanation of the basis for the appeal to the citation. If you wish to attend the Parking Appeal Committee during which your appeal is discussed, please indicate this on the appeal form and provide an email address for notification of the meeting.

The Director of Parking Services reviews these appeals. If the Director elects to grant an appeal,the individual’s record will be adjusted and refunds will be issued when needed. If the Director elects not to act on the appeal, it will be forwarded to the Parking Appeals Committee, who will issue a final decision within 30 calendar days.
