Research Interests

My research over the past ten years has focused on the assessment, management and mitigation of environmental risk. Before coming to Cleveland in 1997 as the first permanent Director of the Center for Environmental Science,Technology and Policy, I spent nine years as a faculty member at the University of Alaska Fairbanks. In Alaska, I had the opportunity to work on a number of projects dealing with the remediation of hazardous and toxic wastes and the reduction of risk associated with hazardous materials. I am continuing this line of research here at CSU.


Research into the risks associated with environmental contamination inevitably involves modeling the fate and transport of the contaminant. However, simply modeling fate and movement in a deterministic fashion does not adequately represent the inherent variability of nature, nor does it serve the purpose of risk assessment For this reason, I have studied and researched various methods to make environmental models more representative of the real world by the inclusion of stochastic methods. The modified models then become the basis for risk assessments that provide the decision maker or risk manager with a clearer understanding of the uncertainty and range of variation associated with the prediction of risk.

I have worked extensively on remediation technologies, with a special emphasis on the effects of low temperatures. I have led two NSF-funded research projects in Antarctica designed to develop basic knowledge on the movement of fuel spills in ice, snow and frozen soil and provide information of remediation options for contaminated soil.


I was also involved in several projects in Alaska looking at remediation of contamination ranging from examination of beach cleaners used to remove crude oil from the Exxon Valdez disaster to surfactant-aided soil washing to remove creosote and pentachlorophenol used in wood preservation.

In addition to my research, I have been extensively involved in the application of technical knowledge to the policy arena, and I remain extremely interested in the policy ramifications of environmental science.

In 1990, I was appointed by Alaska's Governor Cowper as one of four Alaskans representing the State on the Pacific Northwest Hazardous Waste Council. I was also appointed by the Director of the National Science Foundation to serve on the United States Interagency Task Force on Pollution in Antarctica, and in 1993 received a Fulbright Fellowship to tour and lecture in Peru on the American experience in environmental impact assessment and mitigation.

One of the highlights of my involvement in the policy arena was my selection by the American Association for the Advancement of Science (AAAS) as a 1993-94 AAAS Congressional Fellow. During this fellowship, I worked in the office of Senator Barbara Mikulski to assist the Senator in areas of environmental policy including the reauthorization of CERCLA, the Safe Drinking Water Act and the Clean Water Act.
