Bruce Conner is a 34 year veteran of the U. S. Postal
Service of which 32 years have been with the U. S.
Postal Inspection Service. The Postal Inspection Service
is the law enforcement arm of the postal service with
responsibility for the protection of the U. S. Mails,
employees and facilities.
Mr. Conner held various investigative and management
positions in Chicago, IL and Cleveland, OH. At the time
of his retirement he held the position of Homeland
Security/Dangerous Mail Investigations Team Leader
assigned to the Cleveland Field Office. In this capacity
he supervised four Postal Inspectors responsible for
ensuring postal facilities in the northern 48 counties
of Ohio developed and maintained emergency preparedness
plans. The unit also was responsible for responding to
suspicious mail incidents including suspected biohazards
as well as suspected bomb mailings. He also had
oversight management for a uniformed security force of
19 officers.
Mr. Conner was a member of the Northern District of Ohio
U. S. Attorney’s office Anti Terrorism Advisory Council
were he assisted with several presentations involving
all first response organizations ( Fire, Health and
Police agencies) regarding the post 911 world focusing
on the need for joint response to future terrorist
activities.
Mr. Conner served as a national instructor for the
Postal Inspection Service in the areas of Emergency
Preparedness as well as Dangerous Mail Investigations.
These included basic Hazwoper certification as well as
forensic sampling and field screening for hazardous
substances as well as ICS courses. He was also a member
of the development and implementation team for the
Postal Services Integrated Emergency Management Plan
which bre.ought the Postal Service into NIMS compliance.
