Leo W. Jeffres was named a Fulbright scholar in 1983, serving in the Philippines for one year. He taught and conducted research at the University of the Philippines, Los Banos, in 1983-1984. During that time he taught a graduate class in culture and communication and conducted research on development communication in the Institute for Mass Communication. He also taught a graduate seminar at the Asian Institute of Journalism in Manila. During his Fulbright, he traveled throughout the Philippines and also visited China, where he met with faculty in Shanghai and Beijing in April, 1984. Two decades later, he has maintained contact with faculty at the host institution in the Philippines. In addition to the personal relations developed during his stay, insights gained from teaching and doing research have informed subsequent scholarship at Cleveland State University.
