I was involved in visiting Germany. My proposal was a review of the German educational system. In particular I met with many German educational administrators and discussed their view of the Bologna Agreement and what Germany was doing as a response to that proposal. Simply put, the Bologna Agreement signatories have decided to develop post-secondary educational structures and credentials which would be recognized throughout Europe. Germany was one of the leading countries moving to develop new structures to their higher educational systems. For example, they are creating a three-tier system which will have a 4 year first degree, a second degree equivalent to our Masters Degree, and finally a doctoral program.
